1. Why do governments fund early childhood education programs?  Is this a public good? Visit the website of either the Toronto Star at www.thestar.com or the website of the Globe and Mail at www.theglobeandmail.com and find an article that discusses this issue.
2. Use the two websites in question (1) to find an article that discusses problems in the Canadian fishing industry. Relate the concept of a common resource to the article.
